Full Description: DUTIES AND RESPONSIBILITIES
The following are the performance expectations of the city along with examples of how the expectation relates to the position of the City Treasurer. This is not an exhaustive list of job responsibilities and therefore, other duties may be assigned:

Expectation to assist the Finance Director in overseeing the operations and management of the Finance Department and its functions:
Assists the Finance Director in developing and administering the annual budget. Assists departments in preparation of department budgets; reviews and makes recommendations on department budget proposals.
Analyzes and prepares monthly statistical and fiscal reports; prepares special financial reports, ensuring completeness and timeliness of resulting reports and financial records; communicates financial reports to stakeholders.
Performs financial analysis to assess and monitor the impact of projects, grant activity/reporting, legislation, and other factors on the City’s budget.
Will assist the Finance Director with the City’s annual audit.
Assists the Finance Director in preparation of bond documents and overseeing the various bond programs.
Administers, supervises, and maintains all accounting functions of the city.
Assists in coordination of the city audit by working with auditors and gathering necessary information needed.
Sets up and maintains accounts for City’s accounting system.
Is knowledgeable in the City’s financial software and assists all other departments in extracting information and reports from the City’s financial software system.

QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE
Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
Minimum of two (2) years’ experience in public sector finance and accounting operations.
Preference for two (2) years of supervisory/management skills.
Certified Public Finance Officer or ability to obtain certification.
Ability to be bonded.

SKILLS AND ABILITIES
Ability to maintain a professional manner when dealing with the public.
Ability to take control of situations, dictating subordinate activities in a responsible manner.
Ability to prepare performance evaluations and make recommendations regarding unsatisfactory employees.
Ability to comprehend, retain and apply City and state policies and legislation, i.e. City ordinances, procedure manuals, etc.
Ability to operate various types of equipment – standard office equipment, computer, and related software. Excel spreadsheets and financial management software. Other equipment/apparatus could be required.
Ability to understand and implement governmental accounting, auditing and financial reporting procedures and accepted accounting principles.
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
Ability to respond to common inquiries from customers, regulatory agencies, or members of the business community.

Salary: $32.85-$46.00
